Can putting a plastic runner over your rugs stop the cats from using them as a litter box?

I have 2 male cats…3 litter boxes and one of them still wants to pee on the rugs. I have sprayed (no go) on them put scotch tape(which I think would have worked..but who can walk in there house with tape on the rug? They only pee in the winter, during the summer they stay outside. I often try to get them outside in the winter but they won’t go. So now I am tring the plastic runners…I am hoping this will work.
Yes they are nuetered…and I am a crazy person when it comes to the box being cleaned…cause I hate them (peeing) on the rugs!!

Sure….if they mess it will at least be easier to clean. Be sure and clean the rug with an enzymatic cleaner that targets urine first, before you cover it.
